Military Spending Toolkit
It is evident through commitments governments have made on paper to the Millennium Development Goals and the Paris Declaration on Aid Effectiveness that the international community recognizes investment in development is necessary to create conditions for sustainable security. Yet in 2006, military spending amounted to $1,204 billion, while Official Development Assistance amounted to less than $80 billion—several billions of which went to reconstruction in Iraq and Afghanistan.1 It is therefore imperative to increase transparency of military spending and accountability for the priorities governments choose.
